Lambrick Papers reveal more about Hurs......
Tuesday, 17 June 2008

The recently-unearthed ‘Lambrick Papers’ from the British Library (India Office Records) in London have shed new light to the Hurs Movement and the role played by Pir Sibghatullah Shah Rashdi - the Pir Pagaro in the middle of the 20th Century – in fighting against the British rule and initiating a peaceful Pan-Islamic campaign. The latter paved the way for the independence of Sindh from the yoke of the Bombay Presidency.

The Pakistan Institute of International Affairs (PIIA) held a round table discussion on Monday on the inclusion of the Lambrick records. The Lambrick Papers are named after Hugh Trevor Lambrick, Private Secretary to the Governor of Sindh, Sir Hugh Dow (1942-1945).

Lambrick was a career bureaucrat and had worked as Sub Divisional Magistrate (SDM) Larkana and Census Commissioner before becoming secretary to Dow. He was also appointed as a Special Commissioner under Chief Martial Law Administrator, Major General Roland Richards when martial law was imposed in Sindh on June 1, 1942.

Kazim Hussain Soomro, researcher at the PIIA while visiting British Library came across the papers that gave vivid details of the Hurs Movement, its rise against the British and the ruthless suppression of the movement culminating in the hanging of Pir Sibghatullah Shah Rashdi and his burial in an isolated island in the Arabian sea that was under the dominion of Amir of Kalat.

Aftab Nabi, former IG Police Sindh, who also holds an M.Phil degree from Cambridge, read his paper on ‘Policing Insurgency: The Hurs of Sind’ at the round table discussion. His paper was based on his research on the Hurs Movement during his stay at the Cambridge University and corroborated by the Lambrick papers.

The Hurs Movement, launched against the British rule in the subcontinent in 1860 by the followers of Pir Pagara began its first revolt in 1890 till 1898. A separate state was declared in the Makhi forest area, where Bachu was named Badshah (King) of the state and Peeru was the minister. Both, the king and the minister were arrested in the operation launched by the British forces, and they were hanged publicly in Sanghar. After this, the Hurs under the command of Sorih Badshah (Pir Sibghatullah Shah) launched a rebellion war against the rulers in 1930. It was the second Hur uprising, led by Shah against the British rule. He was sent to jail under fake charges for eight years and then freed in 1936. Later, he was arrested in 1941 and hanged on March 20, 1943 He requested Quaid-e-Azam to defend him in the court of law for the second time (He was one of his lawyers in 1930 when Pir Sibghatullah Rashdi was sentenced to 8 years and sent to Midnapore and Alipore jails in Bengal). Quaid-e-Azam declined to take the case due to his preoccupation with the political affairs at the time.

In 1900, the Hurs were proclaimed a criminal tribe, which was highly questionable because much of the issues between the Hurs and the government was political not criminal. The British brought Bugti tribesmen from Balochistan to fight the Hurs and received huge tract of lands in Sindh for their services for the Empire.

Vice Admiral (retd) I.F. Quadir, a former ambassador moderated the discussion. S.A. Minam Jafri and Rochi Ram, advocate also spoke at the occasion.
