Naheed Shah, the daughter of Sindh Chief Minister Syed Qaim Ali Shah, became the first victim of the Pakistan People’s Party (PPP) government’s policy on Own Pay and Scale (OPS) culture after she was repatriated from her position as special secretary Finance.
The Sindh Cabinet had decided to discourage OPS culture and repatriate the officers to their original posts and scale, who had been holding their offices above their original grades.
Naheed Shah, a Grade-19 officer and daughter of Syed Qaim Ali Shah, had been holding Grade-20 office of Special Secretary Finance in the Finance Department.
Consequently, the Services and General Administration Department repatriated her on Tuesday and posted her as Additional Secretary Finance in the same department.
Sources said that the chief minister has been facing difficulties in the implementation of his government policy regarding the OPS culture due to pressure from his cabinet ministers who now want to continue with the OPS culture and follow this trend which was recently declared as illegal by the cabinet.
The decision to abolish the OPS culture was approved unanimously at the last cabinet meeting and this issue was included in the agenda of the cabinet on the demand of the ministers concerned.
According to sources, the officers holding positions under OPS have approached their ministers concerned through MPAs and MNAs and managed to convince them to continue with this “illegal” trend in the provincial administration.
The S&GD has posted Allah Bachaio Memon as Press Secretary to Chief Minister. Additional Secretary Home Naveed Shaikh has been transferred and posted as Additional Secretary in S&GD and Riazuddin replaced as Additional Secretary Home. Additional Secretary Mines and Mineral Tufail Jumani has been transferred and posted in S&GD.
Meanwhile, Prosecutor General Sindh Shahadat Awan has sought reports from 27 district prosecutors general about the pending cases in their respective jurisdictions.
Shahadat Awan, who assumed the charge of his office on Tuesday, also ordered the district prosecutors general to complete the pending cases within three months. |
